Joint Statement: How to make quality Jobs for Everyone?

How to create connections between research-practice-policymaking? This remains one of the key issues for academic research.

The networks of Work Integration Social Enterprises and the organisations striving for more inclusive and integrated forms of employment at the European level, urges the European Commission to ensure that the Quality Job Roadmap delivers for all workers, especially those with support needs. They highlight that despite rising labour market participation, inequalities persist across Europe.
 
Between April and June 2025, the European Commission consulted with some 200 organisations, collected over 100 written contributions and held more than 50 discussions across the EU, finally launching the Quality Jobs Roadmap, in December 2025.
 
In this joint statement, 39 European and national organisations unite to share their vision for more integrated and inclusive forms of employment. Among these European entities are four members of the WISESHIFT consortium: ENSIE, Social Economy Europe, RREUSE and EURICSE.

The message is clear: quality employment is not only an economic objective, but a social contract, a shared responsibility to shape a fairer, more cohesive Europe where everyone can contribute and thrive with dignity.

The signatories outline seven specific criteria for assessing whether the Roadmap can truly deliver quality jobs for all:

  • Inclusive labour markets with tailored support;
  • Recognition of the social economy and Work Integration Social Enterprises as key actors;
  • Stronger cooperation among social economy organisations, not-for-profit services, Vocational Education and Training – VET providers and public employment services;
  • Meaningful participation of civil society and workers;
  • Greater democracy at work through social dialogue and cooperative models;
  • Clear quality job standards ensuring upskilling, secure employment and accessible work environments;
  • Improved earning conditions to eradicate in-work poverty.
